Hebe appears briefly in Series II. Venus discovered that she had a cousin while looking through her old family photo albums in Volume 5. But Venus and Hebe never meet.
Not much is known about her other than the fact that she is all that remains of Jupiter's family after his stepfather and his sisters were murdered in an incident several years before the start of the series.
